No element of the Intelligence Community shall participate in or request any person to undertake activities forbidden by this Order. Subject to the authority, direction, and control of the President, the Director of National Intelligence Director shall serve as the head of the Intelligence Community, act as the principal adviser to the President, to the NSC, and to the Homeland Security Council for intelligence matters related to national security, and shall oversee and direct the implementation of the National Intelligence Program and execution of the National Intelligence Program budget.
